I installed some tire tanks last summer, buried them halfway with a standup overflow pipe and lid. And they worked really well, even at 18 below.

The lid makes the biggest difference. It won't freeze unless it gets in the single digits. Once its gets in the single digits, I push the stand up pipe down so the water flows constantly. A stream about the size of a pencil is all it takes.
